For the past 27 years, he's been the man in charge of health and safety at Ottawa Livestock Exchange, a mismatched collection of barns just off Hwy.

It's like a s movie set, steeped in atmosphere, the barns and the people inside them seemingly ready for the cameras to roll. Policed by the Ministry of Agriculture and Food, the legislation is intended to provide confidence in an orderly market, disease control, monitor humane handling of livestock, and ensure financial stability of the operator.

The act and its regulations authorize veterinarians and inspectors to examine livestock up for sale, the facilities and handling techniques, ensuring that animals are marketed in compliance with mandated provincial programs and codes of practice.

For the most part, he says, things run smoothly with few incidents of very sick animals or mistreatment. Fitting right in, the Russell vet roams the holding pens carrying a small prod to separate animals. Cochrane stays on the job because he loves the atmosphere and enjoys the colourful characters and animals that populate the place.

Co-owner auctioneer, Steve Spratt who grew up at Leo's, says sales of about 90, head a year make it one of the biggest sales barn by volume in Ontario. A substantial percentage of the buyers is obviously of ethnic origin favouring fresh goat and lamb.
